Salaspils also has a case that shows clearly why a water source needs an owner: residents of Jaunsaurieši village took water for years from a borehole that has no lawful owner. This page covers the network data, the lesson of that case and our work in Salaspils.
The Valgums-S network: six water treatment plants
An October 2026 notice from Valgums-S names its water treatment plants: Salaspils (on Zviedru iela), Guntiņas, Saulkalne, Zirņu sala, Silabrieži and Acone, as well as the town network and the network in Saulkalne. From 5 to 29.10.2026 the company disinfected the reservoirs and networks and advised boiling drinking water. Valgums-S does not publish iron, manganese or hardness values, but it does publish network maps as PDFs.
Valgums-S prepares technical conditions free of charge within a month. The owner orders a topographic plan and a connection design (a confirmation card or, if the branch already reaches the boundary, a site plan of the utility service pipe) and gets an excavation permit from the Salaspils municipal building authority (būvvalde). We found no co-financing for connections in Salaspils municipality. The water tariff from 01.10.2026 is €1.66/m³ excluding VAT.
Jaunsaurieši: a borehole without an owner
In an opinion of 03.03.2026 (inquiry case No. 2026-13-27L), the Ombudsman found that residents of Jaunsaurieši village have used water since at least 2002 from a borehole that has no lawful owner. The borehole is in the “Urbumi” (Boreholes) database of the Latvian Environment, Geology and Meteorology Centre (LVĢMC) as No. 8416 and is on municipal land at Mazā Zeltiņu iela 2. Tests by the BIOR institute showed significant non-compliance in several parameters, and the opinion says that long-term daily use may endanger residents' health. The opinion does not name the parameters.
The lesson for any shared or old borehole is simple. If several houses use a source, someone has to be responsible for its maintenance, tests and documents. You can look for the borehole passport in the State Geological Fund; if there is none, LVĢMC offers to restore the passport from the fund's data or issue a certified copy. If the borehole is damaged and the water does not comply, it is decommissioned (plugged) and replaced with a new source or a connection.
We can take a sample, check the borehole's condition and offer borehole repair or borehole decommissioning. We price decommissioning after hearing the situation, because it depends on the borehole's depth, its condition and what has to be removed from it.
Gardens and summer houses on the outskirts of Salaspils
The place description mentions forests and allotment areas on the outskirts, as well as the nearby Daugava and the Riga HPP reservoir. Allotment areas often have small plots and narrow access roads, and water is needed mainly in season. There a spike well is the natural choice: spike well installation in Salaspils costs from €350, and it needs less space than a drilling rig.
For a summer house with a spike well, the pump and pipes must be emptied before winter if they are in an unheated place: spike well for a summer house. If you also want to drink the spike well water at a garden house, we recommend the full test with microbiology (from €95): in a densely built allotment area, the neighbours' toilets and septic tanks may be close.
For a detached house lived in all year with higher water use, people usually choose a borehole (from €65/m). We restore an old dug well with well cleaning (from €150) or well repair (from €150) if the concrete rings have shifted or the joints let surface water through.
Rules in Salaspils
Salaspils municipality binding regulations No. 20/2020 on water services are available only as a PDF on the Valgums-S website, and we could not check their points on local sources. So if a house has both the network and its own source, ask Valgums-S before making any connection. Technically, the two systems must be kept separate so that borehole water cannot get into the network.
The state requirements are clear: in the regulations a spike well is a borehole, and a source up to 20 m with abstraction up to 10 m³ per day needs no licence. The user mothballs or decommissions an unused borehole, and a decommissioning report is drawn up, a copy of which goes to the State Geological Fund.
