Flats here receive water from the Rīgas ūdens (Riga's water utility) network, so spike wells (“spice” in Latvian) or boreholes for drinking water are not an everyday question here. Zolitūde was included in stage 3 of the Cohesion Fund project (2006–2009), yet in the 2025 Rīgas ūdens report it is still among the neighbourhoods where services are only partly available in some places. If one of them lacks a water main specifically, a house needs its own source, but for most residents the question is different: whether tap water needs a filter.
What Rīgas ūdens publishes about tap water
Rīgas ūdens states that on the left bank most consumers receive not groundwater but treated surface water from the Daugava, from the “Daugava” plant. Separate data for Zolitūde are not published, but the city averages for the last three years are as follows:
| Year | Hardness, mmol/l | Iron, mg/l |
|---|---|---|
| 2023 | 1.68 | 0.11 |
| 2024 | 1.74 | 0.10 |
| 2025 | 1.82 | 0.11 |
Iron is below 0.2 mg/l, the value in Cabinet Regulation No. 547 on drinking water that laboratories compare results with, so a flat does not need iron removal. In its frequently asked questions, Rīgas ūdens describes hardness as “up to 2 mmol/l”.

Hardness in figures: does a flat need a water softener
Household appliance manuals often give hardness in German degrees (°dH). One mmol/l is roughly 5.6 °dH, so 1.82 mmol/l is about 10 °dH. There is no limit value for hardness in drinking water, so the decision is practical: how much limescale in the kettle, shower head and water heater bothers you.
- A dishwasher usually has its own softener with salt: set it to this hardness, and it needs no separate filter.
- For drinking water and coffee: a reverse osmosis filter under the sink, with installation from €250. It also removes hardness salts, but only at one tap.
- A whole-flat water softener (from €600): it needs space for the column and the salt tank and a drain for the flushing water. A flat does not always have such a space, so we look first.

If the tap water has changed: test first
If the first water in the morning is brownish or tastes odd but becomes normal after running the tap, the cause is usually in the building's pipes or riser, not the city water. This can be checked with two samples: one right after opening the tap, the other after running it. If both are good, there is no need to buy a filter. If the results differ, they will help you talk to the building manager.
We take the sample in laboratory bottles, deliver it to an accredited laboratory and explain the result. Basic chemistry costs from €35, with microbiology from €95. More: water testing.
In Zolitūde's new apartment projects, the building may have a shared filter or water softener at the inlet. Before you buy your own, ask the building manager exactly what is installed and when it was last serviced. A sample at your tap will then show whether an extra unit in the flat would change anything at all, or whether what the building already has is enough.
A filter needs maintenance
A reverse osmosis filter's pre-filters and membrane must be changed on the manufacturer's schedule, and a water softener needs its salt topped up. A cartridge that is not changed starts letting through what it used to hold back and itself becomes a store of dirt. If you do not know when the filter in your flat was last changed, give its model in your request: water filter maintenance.
If you have a house or a plot without a service pipe
The Rīgas ūdens report does not name the places in Zolitūde where services are missing or partial, so check your address with the “Service availability” form. If there is no service pipe, a house can have a spike well (from €350) if the ground is sand and the water is no deeper than 7–8 m from the pump, or a borehole (from €65/m). If the building is connected to the city network, your own source may only be used as a separate system, because Riga binding regulations No. 17 prohibit connecting it to the public water main.

Work in a flat and prices
Zolitūde's links to the city are the railway and Kārļa Ulmaņa gatve. Installing a filter needs no heavy machinery; the tools we carry into the flat are enough. Before the work we check whether there is space under the kitchen sink and where the flat's water shut-off valves are. If the flat is rented, agree the installation with the owner. Prices are the same as across Riga: prices.
