Klīversala is officially part of the Āgenskalns neighbourhood, and buildings here get their water from the network of Rīgas ūdens (Riga's water utility). In the Rīgas ūdens 2025 report, neither Āgenskalns nor Klīversala is listed among the places that lack water services, and we do not recommend installing your own well or borehole in Klīversala. Here we work with filters and water quality testing in offices, hospitality businesses, historic buildings and new residential projects.

Where Klīversala's water comes from

Rīgas ūdens states that for most consumers on the left bank of the Daugava, water is prepared at the “Daugava” plant: it is taken from the Riga HPP reservoir at a depth of about 6–7 m, treated with reagents, settled, filtered and disinfected with ozone. The company does not publish separate data for Klīversala. The city's average hardness in 2025 was 1.82 mmol/l, sulphates 53 mg/l, pH 7.1.

This means that iron removal or large treatment systems for the whole building are usually not needed here. A filter in Klīversala is a practical choice for a specific need: drinking water, appliances that suffer from limescale, or a building where the pipes carry particles after a refurbishment.

For offices, cafés and hotels

  • A reverse osmosis filter in the office kitchen: for drinking water and coffee, from €250 with installation. It needs space in a cabinet, a drain connection and, if there is a pump, a socket.
  • A water softener: if dishwashers, coffee machines or water heaters get coated in limescale. Appliance manufacturers often state the water hardness they want, and we choose the softener by that and by water use, from €600 with installation.
  • A mechanical filter at the inlet: it protects valves and appliances if particles appear in the water after repairs or network works.
  • Maintenance: cartridges, salt and membranes must be changed according to the manufacturer's schedule and water use. If nobody changes the filter, it starts doing more harm than good: water filter maintenance.

We agree the working time with the building manager, so the water does not have to be shut off for the whole building. The order and choice of equipment: water treatment.

A new waterfront flat: testing before you move in

In a new building where the water has stood in the pipes for a long time, it may taste or smell different in the first weeks. Usually it is enough to run the water before use. If doubts remain, a test shows whether the parameters meet the values in Cabinet Regulation No. 547 on drinking water, for example iron 200 µg/l and manganese 50 µg/l, and whether a filter is needed at all.

We take the sample at the tap and, if there is a filter, also after it, to see the difference. A basic test costs from €35, chemistry together with microbiology from €95. The test is done by an accredited laboratory; we deliver the sample and explain the result: water testing.

For waterfront development projects and building managers, samples can be taken at several points in one visit: at the building inlet, on the top floor and in the flat furthest from the inlet. This shows whether the water is the same throughout the building or changes in some section, and the result can be added to the documents you hand to buyers or tenants. We agree the list of parameters in advance, so you do not pay for ones you do not need.

In historic buildings: we look at the pipes first

In Klīversala, historic masonry and wooden buildings stand next to new builds. Each building has its own internal plumbing, so before choosing a filter we find out where the inlet is, whether there is room for a filter next to it and whether it can be shut off without stopping the whole building. If the water differs only in one flat or on one floor, the cause is often in the internal pipework, and then a filter at the inlet will not solve the problem.

If the building has or will have its own source

Your own borehole in Klīversala is an exception, but the rules are clear. If water from your own source is used in a public building, for example a hotel, the exception in Cabinet Regulation No. 547 for small abstraction points does not apply, and the water must meet drinking water requirements. If you abstract 10 m³ per day or more, or more than 50 people receive the water, you need a water use permit from the State Environmental Service (VVD). Riga's binding regulations forbid connecting such a source to the city water main. More: borehole for a business.

Access and prices

From Klīversala, Raņķa dambis, the Stone Bridge (Akmens tilts) and Uzvaras bulvāris lead to the centre. The work needs only tools that can be carried into the building, so no heavy machinery is needed here. In your request, say where a car can park and whether access to the building has to be arranged. Prices are the same as across Riga: prices.

Frequently asked questions

Can I install a spike well or a borehole in Klīversala?

Technically it is sometimes possible, if the plot has room and it is not prohibited, but we do not recommend it for drinking water: buildings here get city water. If you have a garden to water, the spike well (“spice” in Latvian) must be completely separate from the building's plumbing.

How often do the filter cartridges in an office need changing?

According to the manufacturer's schedule and water use. In a reverse osmosis filter, the pre-filters are usually changed more often than the membrane. If you do not know when the filter was last changed, give its model in your request and we will tell you what needs doing.

Does the water in a new flat need a laboratory test?

It is not mandatory, because the water comes from the city network. A test is worthwhile if the water keeps tasting or smelling different, or if you want to decide whether a filter is needed at all.
