On the list of Rīgas ūdens (Riga's water utility), Bukulti is among the neighbourhoods where services are unavailable or only partly available on certain streets, and networks are currently being designed for one part of Bukulti. We install spike wells and boreholes, clean wells, fit pumps and help you decide what to do with your own source when the networks in your street change.
What is known about the water main in Bukulti
In the Rīgas ūdens 2025 contract performance report, Bukulti is on the list of neighbourhoods where water services are unavailable or only partly available in certain areas or streets. The report does not name the streets and does not say whether the water main, the sewer or both are missing.
On a separate project page, Rīgas ūdens writes about the private-house area between the Jugla canal and the railway. Design of the water supply and pressure sewer began there in 2024, construction is planned to start in 2026 and provisionally to finish in 2027. The existing water main connections to the city network will be rebuilt and new sewer connections created, so that more than 100 households can connect.
So in this area many homes already have city water, and the project mainly changes the connections. On other Bukulti streets the situation may be different. Check your address with the Rīgas ūdens “Service availability” form before planning a new borehole.

If the connections in your street are being rebuilt but there is a well in the garden
Rebuilding the connection is a good moment to sort out your own source too. In many houses with both city water and a well or spike well, the two systems have become mixed over time: a shared pressure tank, a changeover valve or a garden tap fed by both systems. Riga City Council binding regulations No. 17 forbid joining a local-source network to the water main, including through the house's internal system.
- You keep the well or spike well for watering: we separate the pipework and fit a separate pump with its own pressure switch.
- The well is in poor condition, but the garden needs water: a new spike well is often cheaper than repairing the rings.
- You will no longer use the borehole: it is plugged and a decommissioning report is drawn up; we give the price from a description of the borehole.

A house without a connection: spike well or borehole
If your street has no water main, we choose the source by what the neighbours have and how much water you need. Bukulti is built up with detached houses, gardens and newer low-rise homes, so it is mostly about one family's consumption, well below 10 m³ per day.
- Spike well: suits sandy ground if the water level is no deeper than 7–8 m from the pump. It is quick and cheap, but it draws the upper groundwater.
- Borehole: a deeper aquifer better protected from the surface, and a submersible pump. For a borehole deeper than 20 m, the drilling company obtains a licence from the State Environmental Service (VVD) before the work (state fee €35.57).
- Dug well (concrete-ring well): if the water is shallow and you need a reserve without electricity, but a well needs space and regular cleaning.
We do not promise the amount of water in advance. Whether a spike well will give enough water is shown by a pumping test after installation. A comparison: spike well or borehole.

Low ground and the borehole head
On its project page Rīgas ūdens writes that pressure sewerage was chosen in Bukulti because of the terrain and the potential flood zone. That concerns sewerage, but the same terrain also affects a private source.
- For a borehole on low ground we recommend a borehole head above ground or a sealed caisson with a tall neck, not an open concrete shaft where water collects.
- The electric cable joints and the pressure switch must be in a dry place, ideally in the house's utility room together with the pressure tank.
- A well's top ring must be left above ground, and its lid must be tight.
- If high water has run over the rim of the well, the well is cleaned and disinfected and the water is tested at a laboratory.
On the types of caisson: borehole caisson.
Access: forests, water and sparse streets
In Bukulti, the closeness of water and forests and the sparser street grid affect how machinery reaches a plot. The main access is via Jaunciema gatve and its links with Brīvības gatve.
A few details help in your request: the width of the gate, the distance from the street to the source spot, whether the road is surfaced and whether it can be driven on after rain. A drilling rig needs to reach the drilling spot, but a spike well can often be installed with smaller equipment deep inside the plot too.
