Mangaļi is not an official Riga neighbourhood but a historic, locally used name, and Rīgas ūdens (Riga's water utility) does not mention it in its reports and project pages. So whether a particular street has a water main has to be judged by which official neighbourhood the address is in. For low-rise houses with their own well or spike well there is one more question here: what to test the water for when there are port and production sites nearby.
First: which neighbourhood your address belongs to
The name Mangaļi is used both for the area by Mīlgrāvis and sometimes for Mangaļsala too, because it comes from the historic Mangaļi parish and Mangaļmuiža manor. Rīgas ūdens publishes its data by official neighbourhood, and here they differ:
- Vecmīlgrāvis: in the 2025 report among the neighbourhoods where in some streets the services are not available or only partly available; the report adds that some streets have no sewerage.
- Mīlgrāvis: also listed in the report among the neighbourhoods with partial services.
- Mangaļsala: there is currently no mains water supply. Water comes from four boreholes on private land and supplies about 540 residents; Rīgas ūdens plans to build networks there from summer 2026 to autumn 2028.
You can check by address whether a connection is possible in the Rīgas ūdens “Service availability” (Pakalpojuma pieejamība) form or on the campaign page vaitevtovajag.lv. If it turns out there is a water main at your boundary, compare a connection with sorting out your own source; the municipality does not co-finance water connections in Riga.

Your own source near the port and industry: which test to choose
Having a port, a railway or a factory nearby does not by itself mean that well water is polluted. Without a test, neither we nor the neighbours can say. But such a location is a reason to choose the parameters with thought, rather than ordering only iron and hardness.
| Package | What it shows | Price |
|---|---|---|
| Basic chemistry | Iron, manganese, hardness, pH, ammonium, nitrates, electrical conductivity | from €35 |
| Chemistry and microbiology | Basic chemistry plus E. coli, coliforms, enterococci | from €95 |
| Extended parameters | For example, petroleum products or heavy metals, if there is an industrial site or fuel storage nearby | depends on the parameters chosen |
We take the sample in laboratory bottles, deliver it to an accredited laboratory and compare the result with the values in Cabinet Regulation No. 547 on drinking water: for example, nitrates 50 mg/l, ammonium 0.50 mg/l, E. coli 0. This regulation is not mandatory for a private well, but it is the best reference point. More: well water testing.
A one-off test shows the condition on the day the sample was taken. It is worth repeating if the water develops an oily or chemical smell, if major digging or construction work has started nearby, after flooding, or if the well has not been used for a long time. Keep the figures from the first result: then we can compare what has changed and will not need to test everything again.

A well or spike well in a wet spot near water
There are waterways and port areas around Mangaļi, and on some plots the ground is wet. For a dug well (concrete-ring well) the top then matters most: the top ring must be above ground, the joints sealed, there must be a clay layer around the well sloping outwards, and rainwater from the roof must not run towards the well. If any of these elements is missing, surface water gets into the well with the first downpour. More: well repair.
The weak points of a spike well are the joints and the non-return valve: if air leaks in at a joint, the pump loses its water, and a damaged pipe lets in water from the upper layer. If the spike well has started giving cloudy water or the pump often loses pressure, we check it before recommending a new one: spike well not giving water. A new spike well costs from €350.
In apartment buildings on city water
Rīgas ūdens states that on the right bank consumers receive groundwater from the Baltezers and Zaķumuiža wellfields, taken from about 300 boreholes, and that iron and manganese are reduced before the water enters the network. So for a flat a reverse osmosis filter in the kitchen (from €250) is usually enough or, if limescale is a nuisance, a water softener. If the water at your tap has changed, start with a test: water testing.

Getting around North Riga and prices
The main roads are Mīlgrāvja iela, the railway level crossings and the northern port roads, which lorries also use. In your request, say which street to come from and whether a car can park by the house. Mangaļi is part of Riga, so there is no call-out fee. All prices: prices.
