The other is connecting to the network of Rīgas ūdens (Riga's water utility). We help you compare the two in figures, and if you choose your own source, we install the spike well or borehole, the pump and the filters. A new spike well costs from €350, a borehole from €65/m.
Not all of Atgāzene has a water main
Atgāzene is a small neighbourhood on the left bank of the Daugava, between the railway, Torņakalns and Bieriņi. It is built up with detached houses, low-rise residential buildings, a few blocks of flats and commercial sites near the railway. A mix like this also means a mixed water situation: on one street a house takes water from the network, on the next street from its own well or spike well.
In the Rīgas ūdens 2025 contract performance report, Atgāzene is on the list of neighbourhoods where water services are unavailable or only partly available in certain areas or streets. The report does not name the streets and does not say whether the water main, the sewer or both are missing. That is why you need to check your specific address separately.

First check whether a connection can be built for your address
- Availability check Fill in the “Service availability” form on the Rīgas ūdens website. There is also an address check tool on the campaign page vaitevtovajag.lv.
- Technical conditions If a connection is possible, Rīgas ūdens prepares technical conditions on request within 11 working days, free of charge. Any unpaid bills to Rīgas ūdens must be paid first.
- Design and construction The connection is designed and built by a designer and a builder you choose yourself. Rīgas ūdens does not do this, but it publishes a list of companies you can choose from.
- Comparison Once you have the estimate for the connection, you can compare it with the cost of your own source. We help you work out the other side: the cost of your own source.

Connection or your own source: what to compare
| Criterion | Connection to the network | Your own source |
|---|---|---|
| One-off costs | Design and construction up to the inlet, by estimate; in Riga there is no co-financing for water main connections | Spike well from €350 or a ~30 m borehole from €2,000, plus pump, pressure tank and pipe to the house |
| Monthly costs | Metered water, Rīgas ūdens tariff €1.41/m³ excluding VAT | Electricity for the pump, filter maintenance if a filter is needed |
| Water quality | The water company is responsible for it | The owner is responsible for it; a test is needed, possibly a filter |
| Maintenance | The house's internal system | Pump, pressure tank, cleaning the spike well or borehole after some years |
If a branch connection has already been built up to the plot boundary, connecting is often the better deal for drinking water. If the street has no network and the customer has to fund building it, your own source may be the more sensible choice. We do not make this decision for you, but we show you the own-source side with prices. More: connecting to mains water.
Rīgas ūdens: “No co-financing is provided for water supply system connections.” (rigasudens.lv, “Municipal co-financing for Cohesion Fund projects”). Tariff €1.41/m³ excluding VAT (Rīgas ūdens, 09.2026, lvportals.lv). Checked 03.11.2026.
If you choose your own source in Atgāzene
For a family house, a spike well is the cheapest start if the ground is sandy and the water level is no deeper than 7–8 m, which a surface pump can still reach. For a low-rise building with several flats, or a house that uses a lot of water, we usually choose a borehole with a submersible pump, because it gives a steadier amount of water.
- A source up to 20 m deep from which no more than 10 m³ is taken per day needs no licence from the State Environmental Service (VVD).
- If the source supplies a public building or is used by 50 or more people and extraction averages more than 10 m³ per day, the water is subject to the mandatory requirements of Cabinet Regulation No. 547 on drinking water, not just a recommendation.
- We place the source away from your own and your neighbours' wastewater systems and from spots where rainwater runs off the street or a car park.
After a new source is installed, we recommend a full test and only then a filter: water treatment.
The law “On Subterranean Depths”, point 2 of the first paragraph of Section 11 (likumi.lv/ta/id/40249); Cabinet Regulation No. 547 of 26.09.2023, sub-point 4.5 (likumi.lv/ta/id/345861); Riga City Council binding regulations No. 17, point 63.6: a local-source network must not be joined to the water main (likumi.lv/ta/id/296134). Commercial sites by the railway
Atgāzene has some small businesses, car repair shops and edge-of-town services. For a business that needs water for technical purposes, its own borehole can be an alternative to city water. If extraction reaches 10 m³ per day or more, you need a water use permit from the State Environmental Service, and above 10 m³ per day you pay the natural resources tax. More: borehole for a business.
